Election winners told: Disclose poll expenses

MANILA, Philippines - A re-elected congressman on Tuesday urged his fellow winners in the 2013 polls to start fully disclosing all their expenditures and transactions during the elections. 
Re-elected Quezon City Rep. Winston Castelo said all expenditures and disbursements of items and election paraphernalia should be posted on websites, newspapers, and other publicly accessible places  for the sake of accountability and transparency.
 
Castelo said a summary of all incomes and revenues from both public and private sources of elected officials should also be made.
 
“Public trust is a basic ingredient in the government’s menu of transparency, accountability and good governance. This will serve public notice how timely and prompt disclosure will effectively plug possible holes for graft and corruption in the local bureaucracy level,” Castelo said in a statement.
 
The re-elected lawmaker had filed the measure "Local Government Transactions Disclosure Act of 2012," which seeks to amend portions of the Local Government Code.
 
The bill mandates the full disclosure and posting of the annual budget, quarterly statement of cash flows, statement of receipts and expenditures, among other public finances.
 
"I will push for the passage of this measure in the 16th Congress," he said.
